Black iron female figure

Is she a napkin holder from the 1930s? Made from black metal, looks and feels like cast iron. She stands 20.5cm tall, 13cm wide. Very fluid and graceful. She looks very similar to Josephine Baker, reknowned beautiful and glamorous American jazz singer / dancer who left the US barely known in the 1920s and became the toast of Paris and throughout Europe. As well as a wonderful singer she was a talented and funny dancer / stage performer, and was known for her costumes - eg. slicked back hair, large earrings, bare torso and a skirt made of bananas
